Foundation for the Development of the Education System implements a range of initiatives to support educational reform and development in Poland. This key priority is attained by coordinating two European Union programmes – Lifelong Learning (SOCRATES II in 2000 - 2006) and the Youth in Action Programme (YOUTH Programme in 2000 – 2006). The Foundation supervises also National Contact Points for European Union Programmes: ERASMUS MUNDUS and TEMPUS IV, National Bureau of the Eurodesk programme and SALTO-YOUTH Eastern Europe and Caucasus Resource Centre. In Poland, the Foundation also realizes the European Union's initiative European Language Label and eTwinning action. Polish Bureau of Eurydice - information network on education in the European countries is also affiliated at the Foundation. In 2007 the Foundation will also implement a Scholarship and Training Fund (in frame of EEA Financial Mechanism).

In Poland, the Foundation also realizes the European Union's initiative European Language Label and eTwinning action of the eLearning programme. Polish Bureau of Eurydice - information network on education in the European countries is also affiliated at the Foundation.

Lifelong Learning Programme - aim of the programme is to expand European cooperation and exchange in the educational sphere. Different educational programmes include participants "from kindergarten to the university": children, youth, adults and seniors.

Youth in Action - the programme is addressed to young people aged 13-30 and youth workers. The programme supports informal education, i.e. actions undertaken by young people after school, in their spare time.

ERASMUS MUNDUS - main goal of the programme is raising quality and attractiveness of the European higher educational system by cooperating with HEIs from outside the European Union.

TEMPUS IV - the programme supports cooperation between the universities from the European Union and from outside the EU, in order to raise the quality of education and reform of the educational system in the countries which are not member states of the EU.

Eurodesk - European informational portal for young people and youth workers containing information on educational possibilities, trainings and participation in various youth actions in the whole Europe.

SALTO-EECA Eastern Europe and Caucasus Resource Centre - supports partnership building between youth organizations from the European Union and Eastern Europe and Caucasus countries.

European Language Label - a competition organized to award and promote innovatory initiatives related to both teaching and learning foreign languages.

eTwinning - action enabling European schools to connect with each other in order to exchange with methods and ideas concerning culture. The programme promotes multiculturalism and a multilanguage model of society.

Eurydice -propagates information on European systems of education, compiles and issues thematic publications, comparative analyses and informational statistics relating to education in Europe.

Scholarship and Training Fund (EEA Financial Mechanism) - The scholarship funds span from academic exchange of students and teachers, to training of civil servants, and grants to educational institutions to implement cooperation projects.

Foundation for the Development of the Education System is State Treasury foundation registered in the District Court for the capital town of Warsaw, Department XVI (Signature File No. XVI NS Rej. F 1647/93). The registration act was made on October 11, 1993.The Foundation operates based upon its charter and Law on Foundations from April 6, 1984.

FOUNDATION'S ACTIONS SUPPORTING REFORM AND DEVELOPMENT OF THE EDUCATIONAL SYSTEM:

Main goal of the Foundation is a wide-thought support of actions aiming at reform and development of the educational system in Poland. The Foundation meets its statutory goals by:

  1. Handling with foreign cooperation programmes in the area of education;
  2. Supporting analytical and study works succouring a projected educational reform, within programmes implemented by the Foundation;
  3. Programming cooperation between Polish educational centres with their foreign counterparts;
  4. Undertaking a widening cooperation between Polish and foreign educational centres and institutions.

Actions undertaken by the Foundation, enabling numerous school and high universities' workers to participate in the aid programmes aiming at raising the quality of education, create a "susceptible ground" for the reform and development of the educational system in Poland. The above mentioned programmes comply various initiatives of the European Union in which the priorities are:

  • enlarging capital expenditure in human resources,
  • fighting with divisions and social inequalities,
  • supporting pursuance to gaining knowledge,
  • promoting cooperation which leads to raising the quality of educational service,
  • promoting the idea of a life-long learning.

These programmes support reform project planned by the Ministry of National Education, and - in particular - support the aspiration to:

  • propagate education at secondary and university level
  • level educational opportunities
  • integrate main aspects of education: knowledge, abilities and personal development of learners at all educational levels
  • compile assessment system and procedures for measuring the achievements of students, and exams enabling to compare various certificates and diplomas
  • raise professional qualifications of teachers and compiling a new system of occupational promotion and wages' system for teachers
  • widen cooperation between schools, students' family milieu and local community
  • propagate educational programmes referring to prevention and child care
  • raise professional qualifications and competencies of workers dealing with pedagogical supervision and executives managing schools and educational institutions
  • extend schools' autonomy
  • compile new rules of financial administration for schools and educational institutions, i.e. algorithms of financial management - integrated with the on-going decentralization tendency in the educational sphere.

The immense scope of actions implemented by the Foundation for the Development of the Education System, opting for reform and development of the educational system in Poland, reveal numerous topical areas and range of the managed programmes, as well as they show numerical data which document hitherto initiatives undertaken by the Foundation within the management of European Union educational programmes.
